The probably with that is if my voc was at 331 I wouldn't even need the crota primaries

They would both be useful. Sure you'd have VoC, a Scout Rifle with Solar Burn but Crota's End features Fang of Ir Yut, a Scout Rifle with Arc Damage. Why can't both be of use? Seems to me there should be a Lv 32 VoG with these bumped up weapon drops. Still gotta earn it, makes VoG worthwhile for everyone, and yet Crota's End primaries still have value as well.
