As much as I love the VOG weapons I don't think they should upgrade to 331, legendaries should become outdated at some point.
On the other hand, exotics that drop from VOG should be upgradable to 331, incl Mythoclast, I have no idea why it is the way it is now, I can only assume it is a glitch they still drop at 300 maxed.
