Light Level is actually added levels on top of your base level. You get to 20, then 20 more light and you're 21. The reason they are increasing base level is because it seems ludicrous to keep it at 20 so we need 200 light for 40ish. They will most likely tweak how much light is needed per level so we can't jump from 38-48 by simply increasing our base level. Example: level cap increased to 30. We have 170 light worth of gear. Once we hit 30, it may cost 30 light for one more light level for 31, and so on and so forth. This is just my opinion, because they could always add a new system of levelling
