Shanks only have shields on modified levels, raids don't have mods, people said the same about knights on crotas end and they have no shields.
Captains always have shields though and they're going to be a pain I'm the ass.

Shanks that spawn at the end of public events have shields as well, so I wouldn't bet on you being right.

Only one time have I ever seen harpies with shields and that wasn't in any strike
