They state those "rules" of what you aren't supposed to do online (glitch/exploit/etc) but are quite loose with it. Bans usually occur to those who employ methods to modify the game code (e.g. through third-party methods like modded consoles). If Bungie does ban every glitcher/exploiter, that's almost genocide lol.
