This isn't causing disruption of network. Causing disruption of network is using networking to mess with your packets.
Like people who connected via laptops hooked up as bridges so they could monitor the connections and then restrict packets to make them lag to everyone else but not them.
Leaving during the game isn't the same. Sure it's not very kosher but you must not be familiar with the networking manipulations that went on in pvp games that used a player as a host. There were some pretty impressive things going on in some of those matches.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
