Its not ruin wings i notice it to on my warlock i have primary no other ammo drops i even had corrective measure on never see heavy drop once

This bug is something I'm near 100% sure was related to the Ruin Wings' Seeds of Ruin perk, and how it is affected after a timed force logout. Corrective Measure's Surplus perk doesn't affect heavy ammo's drop rate, only how much heavy ammo will be picked up per pack. For example. If using a rocket launcher each heavy ammo pack will usually yield 1 rocket, sometimes 2, and very rarely 3. With something like Surplus or Seeds of Ruin (both of which increase heavy ammo picked up per pack) the minimum gain of rockets per pack is 4, and sometimes 5.
