Pretty much all the new vanguard guns are garbage when compared to the pre-dlc versions.
The Devil You Don't is pretty bad, even the RNG versions of it. The Vanguard one... Man, it's one of the worse handcannons I've seen yet. 5 Bullets in the mag, low impact and low range makes some rare hand cannons a lot better than this one.
If you don't mind losing your exotic slot, Hawkmoon or Thorn would be the better choice for a Hand Cannon nowadays (PVE). The Last Word is a beast for PVP, and is decent for PVE.
If you want to keep your exotic slot, the hand cannon from the crucible (something 1969, I don't remember) is actually pretty decent. The Chance from FWC now has field scout, so is actually a decent choice too.
What I would really like to get is either a decent Venation III or Red Hand IX, but those are completely random drops.

I got red hand and it's ok. With completely random perks, it can be great or mediocre. Mine is somewhere in between. Bonus accuracy from the hip is almost a waste for me, but grenadier is use full. I will probably use it until I get the crucible 1969 one, which looks a lot better for me. Devil you don't looks like it could almost be good if you could get really fast reloads, so the right arms and the gunslinger perks. Not great in PVP, but could be real quick to spit fast shots in PVE. I just don't want to waste the marks trying it out.

My Red Hand has Outlaw, Stability perk, Field Scout, and Mulligan. If only that Mulligan would've been Rangefinder....

Up for Anything is probably the best auto rifle in the game in my opinion. Its literally halfway between Shadow Price and Doctor Nope. Great for PVP and PVE

My TFWPKY 1969 is really good, has almost max Impact, higher than any other gun I've seen. That, combined with Zen Moment, means I can land consecutive shots on enemies while staggering them with every shot. It's extremely effective against Knights.

Yeah, I got one from a random engram and I actually enjoyed it :) Mine has Grenadier and Zen Moment (I guess). With 100% disc it really lets me spam tripmines and that's pretty cool. This one is actually good when compared to the Lord Higher Fixer. It's a shame The Devil You Don't is so bad when compared to The Devil You Know.
