To get out of this state, please clear your cache. You can do this by shutting down the console, unplugging it for 10 minutes, and plugging it back in.

Hey I've tried this as well, and it is true it doesn't work. Look, I downloaded it two days ago from PSN and haven't got to play the game. At all. I'm rather upset seeing as so far I've paid $59.99 only for 22.17 GB of wasted space on my PS4's hard drive. If you guys have any other advice or any info on what is going on here, I'd love to hear it.

Yeah, so I've tried everything you've told me, and it's downloading right in front of me for the 7th time since DLC release. Unplugged console last night for 20 minutes. Even manually cleared locally saved games. Even had it running just fine earlier today. Closed the game. Didn't turn my console off. Played Shadow of Mordor for about 30 minutes. Closed game. Waited about 30 more minutes. Started Destiny - jumped straight into downloading ~78MBs of update. This is not on my end.
