I think it is true. I collected about 40 blue engrams pre dlc and waited until after to decrypt them in the hope that any legendaries would be the new ones. Two were legendaries, both with pre dlc caps. Anyone getting pre dlc caps from current blue balls would prove me wrong.

Rng decides what item it could be, then rng decides if it's an item, a coin, a mote, or a shard.
