Players can't control if they come in late, the games to blame for that. But for players that knowingly enter a strike with 0 intention of playing the strike are scum, I actually report them for everything negative like 5-6 times repeatedly hoping to get that person banned to obstruct their ability to experience any near future PvE elements of the game...
