I don't like PvP. But I did it for IB rank 5 rewards. And I did it for Thorn. It's not that bad. They're not forcing you to do it. Just if you want certain things.

I guess that is one way to look at it as not forcing. 1 vendor is enough for those who prefer to avoid PvP. The other 4 vendors are needed for PvP only access. Remove farming as a way to obtain items was definitely a good move to keep as many players here as possible.
