Wonder Why Bungie made a Crucible vendor that doesn't sell Crucible items?
You think the items sold from the Crucible vendor would have PvP only perks. If it did there would be no desire to get weapons or armor that can be used to improve a Guardian's stats for PvE.

I'd love to grab Fair and Square for PvE but I hate PvP, mostly because I'm bad at it. Maybe once the next IB rolls around I'll knock out the PvP portion of my Thorn and Bad JuJu bounties and grab some Crucible gear in the process.
