Hardly any of the weapons at the tower are worth buying. I almost always find a weapon out of an engram that has better perks than the ones at the tower.
Juat run a lot of tiger strikes and rank up your vangaurd and cryptarch ranks for packages.

Do Tiger Strikes have good drop rates? I was kind of bummed when I finished a daily heroic story and didn't get the engram. I then looked and found out it MAY be rewarded. On top of that you only get one chance at that award a day. Wonder how many actually get it daily? 1 out of 100,000 daily? Wish Bungie would state was is and is not guaranteed unless every reward is a maybe. How able adding the odds to tell if it is worth it or not.

You'll usually get 1-2 rare engrams from tiger strikes, not including the ones you find during the strike. You also have a small chance to get a legendary engram from them, I've only gotten like 5.
