You may be missing the point. Why the imbalance between PvP and PVE vendors?
Give PVE players as many options as PvP players have in vendors and there is no issue. Also will help prevent so-called PvP pros from complaining about poor teammates.

Exactly, add to the fact PvP gear doesn't exist. Provide PvE with equal amounts of vendors or just allow the 5 vendors to accept both currencies for standard legendary gear. If they ever do add PvP gear, I'll never want it anyway.
