The only problem I could see was people like me who had all the Vanguard weapons they wanted and nothing to spend the marks on. It is hard to rack up a lot of crucible marks, 5 lost matches at the worst 75 min to 4 winning matches 60 min. No way I am ever trading valuable Crucible marks for resources, it could be another 2 months before I get all the crucible stuff I want. I also think this is part of a smoke screen where it reduces the shock that people no longer get ascendant packages for public events.
