You can't trade in mats for crucible/vanguard marks anymore.

I guess some folks liked farming mats for crucible marks instead of doing actual crucible. I for one don't dig pvp but faction gear didn't do it for me anyway. I've received most of the crucible weapons from engram drops/rewards anyway.
