I honestly don't see your problem. There are PvP exclusive and PvE exclusive. Why do you need anything from the PvP vendors? Once you get a set of legendary gear there goes your lvl29. Do raid and there is your lvl30 (not to mention tons of shards/energy, and higher chances of exotics). You also can buy Shadow Price which is a good Auto from Vanguard. And you also get Xûr for exotics too. There literally is nothing for you to get from PvP. I'm not shit posting I'm just curious why you're complaining.

I'm only learning this recently because I haven't leveled up factions, but they only accept crucible marks. This is a problem because you can level up factions in either pve or pvp, but the currency is limited to pvp.

Indeed, but still, there is nothing that a PvE player would need from them. Vanguard already gives good weapons and armor.
