They're PvP vendors are they not? And yes, only PvP'ers should have access to them. PvE players have Vanguard. Although wearing the Factions Class item/Emblem will grant you reputation from PvE sources still, so you can still get randomized PvP weapons from faction packages. I think that's very fair.
