It wasn't a loophole. It was fairness. There is a whopping two vendors for vanguard and FIVE for crucible. That's bullshit. If that's not lopsided, I don't know what is. It's blindingly obvious they want to force everyone into PvP. Hell, it's a requirement for probably a third of the exotic gear in the game. That royally sucks for people who don't like PvP.
