The good-hearted Beth realized that Dawn, like Dawn's predecessor, was the problem and not the solution. When Dawn tried to take her old ward back, that was the last straw for Beth, who decided to do her part to break the chain of what Beth saw as an oppressive relationship between the cops and the wards under their "care." Beth's innocence got the best of her imo because the scissor attack would have been nonfatal regardless. It was a futile act and rendered Beth's death meaningless.
