I am not a programer, but to me I have a really hard time understanding how there are not two variables for scaling. I don't get why developers do not have a damage variable for weapons depending on the environment. Take the Suros for example. Why is it so hard to have the Suros act exactly as it does now outside of the Crucible. Then if you use the gun in the Crucible a different modifier takes priority and the damage is scaled down.
I dont get why one shoe needs to fit all. Every gamer will tell you there is a difference between pve and pvp. Why would you try to make the same shoe fit both feet? They are completely different.

It's not a programing issue it's an ideology issue. Same reason they made soloing impossible to encourage more fire teams. Every patch is a sledge hammer when they needed a screwdriver...
