You've only done 11 raids. It took me over double that to get my first level 30. It felt great to finally get the gauntlets i was waiting 4+ weeks for, and it wouldnt have been so rewarding if i lucked out and got it after just a few tries. After learning to do all hardmode roles as a 29, being level 30 just makes it like easy mode. You'll get there eventually, the drop rates really arent that low, especially compared to other loot based games for the highest level gear.
