Considering the raid is the only place being 30 makes any difference, it should only be attainable through the raid. In PvP your level literally means nothing so why would you need to be 30?

In the Iron Banner level advantages are turned on. Besides, now there's a way to reach lvl 30 in PvE and PvP. That's a good thing.
