I don't know if there much you can do for a modded console, but I want to bring this up again for bungie to try to get rid of these people. It's one thing to do this in private games (of which I don't agree with either), but this being an online game is really annoying.. Like add limits like if something like the templar is killed in under 20 seconds everyone gets kicked and can't raid anymore or something..
