Simply because in PVP, targets move faster and use jumps more, and a weapon that can cover a wider area with bullets is more effective there. I switch to Autos/Scouts in Crucible for that reason, but in PVE, 2 of my 3 chars rock a HC whereas my third rocks a Scout.
