In my opinion the problem is that Exotics don't feel like Exotics.

Are really feeling like unique Exotics!
Not much ppl have it, and they are all awesome.
The rest of the Exotics feels like Better Versions of Legendarys.
Yes IceBreaker is Amazing and the Ghorn.
But for me personaly, Exotics are not that Great and don't feels like this Ultimate Weapons.

You know what's common now? The uncommon and rare yeah that's right. The commons are the rarest rght now despite of their lows quality. Exotic feel more like legendary, because people obtain it too easily (also Xur welfare). Legendary should be the rare items. Exotic should be the most rarest legendenariest weapon of all time. Around a quarter of 9 million users have it. You get my point right? This is just my opinion since you talked about how the exotics that are actually exotic
