It has nothing to do with being good enough to beat the VoG you troll . . . when you beat the VoG, raid gear is still subject to RNG and thus not guaranteed. I do not expect to receive raid gear every time I do the VoG, but i do expect to be able to level my guardian up after 177+ hrs of game play. I have completed the VoG 8 times and only received pieces of raid gear, so still "stuck at a low 29".
