Creating additional content costs money. I don't think Sony paid Activision to withhold content for Xbox users. I think they paid them to create extra content for their system. If Sony didn't buy extra content for their system then we probably wouldn't have gotten an extra strike or PVP map or extra weapons. Having to wait 12 months for content that otherwise wouldn't exist isn't a bad thing. Activision and Sony were upfront about exclusive rights to DLC. If it really bothers you to wait you purchased the wrong system. If you think it's unfair than vote with your wallet and don't purchase the DLC.
