Better range, but the auto firing of Last Word makes it an overall better PVP weapon.
I could see someone arguing from a PVE perspective, but I'd say a scout rifle will get you better results than a hand cannon there anyhow.

I'll agree that TLW is better for pvp. Range makes Hawkmoon better for pve. As for scout rifle, id disagree as my Hawkmoon crits for 1.2k, almost 1.5 on the aces. If you can afford the kinetic damage and exotic slot, there's no comparison there.
