Contracts. The same reason Playstation can't get Halo, or Forza, or Titanfall.
And the same reason Xbox can't get some content here.

So stop complaining about halo, exclusives are made to increase sales of the console, its a good bet that microsoft is showering 343 in money. I have no problem with exclusives, I do have a problem with paying the same price(which is a big price) for less in a cross platform game
