Helm of Saint -14 solves this issue for you. I recommend trying to get if off Xur if possible. I got lucky and pulled it from one of his random Helm Engrams.
It effectively repels enemies who step inside your bubble. They get the little red mark above their heads and they also will cover their eyes and back away. I cannot speak for in in PvP bc I have never run into an opposing one myself however, it seems to do its job as i normally don't have an issue killing fools who step into my bubble.
OP: all of your other points are valid , including this one. Without the helm, there is no penalty for coming into the bubble. I could write a whole article on how the bubble alone should be changed. I just wanted to let you know, the Helm of Saint -14 works wonders if you have access to it.
