Why did the Agent of the 9 sell the Last Word?
Because he was "Xûr" you couldn't earn it.

Isn't getting strange coins count as "earning" because you have to beat lvl 28 or nightfall strikes in order to obtain large amounts if strange coins? When you "earned" those coins, you are pretty much earned whatever the item you bought with those coins...
