In PvP levels don't matter, and according the the games lore, the Cruicible is meant only as a training grounds for the dangers beyond the city -like the Vault of Glass.
I see absolutely nothing wrong with the best gear being PvE related when gear doesn't matter in PvP.

The differences in Iron Banner have been so abysmally low that people have been raging about it since It's inception. Hell I was still rocking 2.0-3.5 KDRs with my level 4 alt using a hand cannon. Iron Banner slightly increased damage done by high levels to low levels, but didn't decrease the damage they receive.
