I agree there should be other ways... maybe level 30 strikes? A level 30 strike list could be challenging and give greater chance for better gear along with VOG? Ive beat the raid several times and all I have to show for it is some weapons and a shader... nothing to level up. Factions do become completely pointless at level 29... or allow more than 1 raid a week??
