That's how MMO's work. You have to bust your bottoms for one set of gear to get the best set of gear. It would be disheartening if you could buy your way to top level making the raid pointless.

That's why people are saying that other benefits should exist with Raid armor. Like, better bonuses to Intelligence/Discipline/Strength, or just higher armor values or something. It's annoying to be unable to reach level 30 because RNGesus hates you, and it's annoying to have no choice in what look you want near the end of the game.
