I think it would be better for a way to get gear to 30 outside of raid, but have raid gear have a bit more of a unique disign and ability listing then normal armor. Like the raid gear from vault of glass would give a resist/damage boost to vex as a whole, or maybe something like that and a boost to ammo drops for heavy/speacial/normal.
