Sorry, you're wrong.
Content is content. You pay for content, not a disc. Whether you pay for a disc or download the entire game, you are paying for it's entire contents.
Those were day 1 available downloads. Thus, CONTENT, for $$$$. Thus, Day 1 DLC.
You pay for a finished product, obviously Bungie has not finished it yet...
