I really don't get where proper planning somehow equates to content being cut. If you bought the collectors edition or digital guardian edition you knew that you were getting two expansion packs with your purchase along with the names of those expansions. This doesn't mean that the content for these expansions was complete at the time of launch.
It's only proper planning to have your future content mapped out. Why would they release a game without knowing where future missions, strikes and raids would go on the map. It's clear from the video that a lot of these locations are using placeholder description or titles. They're clearly not done.
Someone else brought this up and I thought it was a fair example. Look at world of warcraft. From the start there have been areas for instance portals, blocked off regions, and in general areas for future content. That doesn't mean that the content isn't done it means it's not ready.
