The content can't be on disk. The game is one disk on 360, with close to an hour plus of install and download time. Those are most likely place holders, and when the content drops, will require another large download.
I'm sure the star map has all the locations and shows what's there, but there's no way all the assets are on one disk for those missions in the expansions.

But there is... The Dark Below mission set in The Jovian Complex for example already exist. People have glitched into the Jovian Complex and found enemies and dead ghosts there.

Oh please...that in no way means the content is finished. That could be an early test that will be overwritten. It would not surprise me if the ground work is there, and the geometry is there, but that is in no way a finished product. There are a ton of speculative reasons the game was like this, but it's all just speculation and not fact.

The mission doesn't exist. It just has some content in it. If you think what's there is enough to count as a proper mission, you're mistaken.

How do we know? Just because we can't access the mission doesn't make it impossible that the mission isn't already on the disc. I mean, the area is there, the mission symbols are there. As far as we know the expansion pass might just give us the "key" to activate the missions that takes place in the areas that are locked.

Because we've seen what's inside these areas - its nothing but the absolute most basic of content.
