Maybe the areas are UNFINISHED

It's not like the expansion pass is abysmally priced.
Plenty of games cut content to be put in later DLC.

"everyone does it, so it's all good" - this is why publishers still do it, and why we now have to pay for content we all paid for once all over again before we can pay ALMOST HALF the original game's retail price (in Australia) to unlock it on the disc we already bought.
