The dlcs give other things besides just those mission areas, such as weapons and gear. And that map doesn't prove shit except bungie had already planned for the expansions prior to launch. Jk Rowling had the main plots for all 7 of the Harry potter books before she wrote the first one, but you wouldn't say she cut content from the first, just because she already knew where the story would go next, would you?
