Yes, the base code is in the game. You try building a game, this complex, coding wise. If they are going to add to the already existing places, they HAVE to have the base data there already, unless you want to have to wait 4-8 months for 1 DLC while they rewrite ALL the game codes to include these areas.
So please tell me how you KNOW that these are the full areas, with everything already in them and everything playable, just locked to us. Please enlighten us.

I don't know... But you don't know either. And it's looking very suspiciously like they did already have this stuff in the game. Knowing how perfectionist-minded Bungie is, it wouldn't surprise me. Whether or not they intended it to be DLC the whole time, or if Activision suggested it at the last second, who knows.

Then tell me 1 thing. Did you actually watch the video hyperlink? Because if you did, and not just watched it, but actually paid attention, you would see 80% of the new strikes that are on there ALL have the same name. Don't you find that a little strange? Oh and of the ones that share the same name, they all share the same description. So what does that tell you? Ding ding ding, they are just placeholders.
