Even if Kings watch is there I don't think they've finished it yet. I'm sure the actual physical space is there but the missions and stuff aren't designed yet.
Also I agree that those are placeholder icons. There is no way it is called reef raid.

You're actually spot on. Bungie so far only figured out where and what the DLC missions would take place and they named those areas... crap like Reef Raid is only a code name so that they know that this mission is going to be an attack on the Queen.... even though I wonder how that came to be...
