An MMO doesn't come with disk locked content.
They ship, allow you to play with everything that is on the disk and then a year later they give you brand new content that isn't included on the disk already.

False. As an avid MMO player, even MMOs have content tucked away in their game files. People data mined content for Final Fantasy XIV before it was announced or hinted at.

If having content in the game files for internal testing is a deplorable tactic, sure.

But that's not what Bungie's doing at all. Hell, have a look at the video I posted. That's content that was going to be sold as DLC.
