This is what I'm thinking happened if all this content was finished: Bungie: Hell yeah look at all this great content we have for people on launch day! Activision: woooohoho hold on a second guys split it all up into 2 DLCs and we can charge them an extra 40 bucks for one games content. We have been doing it with the games we publish for years. Bungie: but that's wrong! Activision: Well then probably shouldn't of signed that contract with us saying we get to decided on how to sell the game. Bungie: Wha......What?!?!? :'( But we didn't know!
