Okay, yeah after 4 hours of this and finally reading this post it's clear to me now that you're right. My experience is that I found a legendary engram then cashed it in and got 2 strange coins (very happy about that) then got booted shortly after and could play again but I had the engram again and no coins -.- lol I got booted a few more times before it let me back in the tower to exchange the engram once more and I got a wrong class legendary item ( ughhhhh) and then got booted once more came back but it stayed as a item and not an engram and then didn't get booted till today after HotFix... I hope they fix this soon cause I wanna see if I can get anything for my strange coins lol!!
