You people know that Africa isn't a country, right? It's a continent, with countries and cities of various incomes. It's nowhere near a unified state. Also we have anti-government types who flock to rural, less developed areas here in America as well (one of them shot two cops last week, and is now on the FBI's most wanted list). I don't think that they would take too kindly to government quarantines either.
