Press start / options, goto settings and log out. Log back into your character and go to the tower and they'll be there!

Try this. Got to Bungie.net. Click you name on the top left corner and open settings. Once you are in settings, click the codes category. If there are some that say "use now" CLICK IT!! Make sure it is connected to the right account. And that should work.
