according to vegetation you can narrow it down to two belts around earth.. one southern hemisphere the other the north one.. since the belt in the southern would be narrowed down to africa, south america or oceania, and thus beeing rainforrest, and the view from the tower indicates that there is no rainforest around, its rather likely its situated somewhere on the northern hemisphere.. The trees you can see from the tower doesnt seem to be entirely needle so it indicates that this might not be the Boreal woods of the vast mayority of the norhtern Woodland vegetation belt.. so this leaves the spots with mixed woods.. there is also a mountian in the distance with snow atop. Ths, taking clothing and weather conditions into calculation it migth be either summer or any of the transition seasons , which leaves the snowline in tempered region at roughly 3000 meters.. whcih leaves only some regions in europe for "the city".. namely the regions around the alpes and western russia.. which woudl fit with the proximity to "old russia".. so maybe its german austrian or Swiss =D
